r3nz skin changer on github is good, besides that the only other one I know is lolmodskin

leagueskin.net is a good one. (also called lol pro skin). It's pretty big in SEA region
Have been using it since 2017 on my legit main account and still no ban whatsoever

Check out SkinKK! Has a nice UI, but not automatically updated. :)
