[Question]About In Game Pop Up Windows

Where would I start to make an on screen pop up window like the one you see when you first create an new character that asks you if you want to become a merchant account. I am wanting to create one that pops up by command that lists the rules of the server that will include the rule: "NO BEGGING!!" and others.

If someone could point me in the right direction, it would be much appreciated.

you can see all messages in the ini folder. I dont remember the currectly ini file, but it is there.
