The reason why no one is selling cheap keys is due to region lock on pricing.
You can get cheap New World accounts by simply using any free VPN trial (express,nord,cyberghost etc) and creating a new steam account while being connected to Turkey or Argentina.
Once you create the account you have access to that regions store prices which for Turkey is €14 / 16USD for the Deluxe version.
Then simply use your favourite key shop to buy steam gift cards in that currency and load the account with the credit and buy the game. It won't let you gift the game as it tells you when you try that there is a price difference and you can't gift it.
Once you buy the game you can play in any region.
You can also change your own steam account region by using a VPN and making a purchase from your store but this has a chance of being banned if they find out as there are cooldowns etc. which they loosely monitor.
You will need to buy a very cheap game while the vpn is loaded and already have a few dollars credit. It should then pick up you are in a different country and ask if you want to swap countries. This is a risky method so use at your own risk.
I got my steam gift cards from G2A and used Turkey.
EDIT: You don't need VPN once you buy the game, just turn it off and download.

EDIT: Steam games through Steam Family Sharing seems to also work if you wanted to use share it with another steam account on the same pc. Unsure if you can run two instances but i guess you could in a VM.
