Two people who has knowledge about these things are working on emulate a server for District 187 (LithTech Jupiter EX).
The game has dedicated server program like FEAR. So, this program make some things easier. They re very good at it and they made very good progress. For now, the loading screen doesnt go away but they re still working on it.
