How to modify the buff? (SP card/skill)

Hi, I am a new learner of nos skill system...

Currently my problem is that I can find the skill and make it apply the buff/debuff I want, but I don't know how to modify the value or change into another type of buff.

If I want to make the movement speed increased from 2 > 3. Or change into add crit. dmg, how can I do/find the code?

Do you want to have speed 3 instead of 2 in game or change the description?
For the first I don't know how to help you, for the second you have to change this line:
1ST 19 3 0 0 8 0 27 4 0 0 8 240 0 0 0 0 0 0

If you look closely there are 3 blocks of 6 values:
19 3 0 0 8 0 | 27 4 0 0 8 240 | 0 0 0 0 0 0
The 5th value of each block is the value multiplied by 4, so 2 * 4 = 8.
Try putting 12 and see what changes;)
