Are you looking for chinese language programs or will english work? There are a few programs that have chinese language interface/program but most here are in english.

Ohh. Yeah, lots of resellers here. Developers are pretty private. For here, at least, you would need to go through a reseller. Unless magically, there was a developer here willing to reach out or you find an EFT cheese developer. Maybe you can work out a deal with one of the resellers here. FYI, a transaction that large, devs/resellers would want crypto most likely.
