the previous owner did a chargeback in paypal. When you do that they block the account.

As far as I know, if the previous owner did a chargeback, it would say "Blocked due to chargeback" and not "Blocked due to refund"... Since I had my account blocked once too because of chargeback..
I suggest that you just wait a while and if it doesn´t get fixed, write a message to JOYMAX from some other account and tell about the problem as detailed as you can, and also show a screenshot of the problem to them. They unblocked my account in 2 months and never paid the money of chargebacked silks/gold back to anyone.. Takes a while I know but worth to try if the account is good enough. :)
