you need to chg the system locale to Chine(simplified). then restart your pc and the text should be in chinese which you can easily translate

I'm not sure for the cq_action but someone did release for cq_itemtype if im not mistaken

Region settings > Administrative > Change system locale


Change your navicat connection encoding to 936 (ANSI/OEM - Simplified Chinese GBK)
