What are local fiveM server bans identified from?

When banned, what gets banned making you unable to join a server that you were banned from
(ex.: steam, discord, ip, social club account?)

Are there any other identifiers?

Situation:

It seems that I got my normal IP banned from a local server, I tried to make a new discord id, created new steam with a new GTA V then used a VPN. However, the new account is still banned. Am I missing something?

I have discovered my identifiers:

SteamID, Discord, Discord Tag, License, FiveM and my IP.

For the FiveM, what should I change? is it the cfx account?

HWID-bans you by your hardware. Maybe by your storage unit.

I have already spoofed my HWID. However I am still banned from that one server..

-reformatted my pc
-spoofed my hwid
-vpn
-login new steam and social club acc

But still banned.. did i miss anything?

What spoofer did you use?

Correct, they ban CPU,GPU,Mobo,HDD,Windows Key
