Is Cynical Cleaner Permanent?

I've been reading a bit about people using cynical cleaner when they get shadowed, but just recently im hearing that the HWID changes are permanent.
For anyone that has used it, is it in fact permanent? have you run into any issues? did your PC work after it changed HWID? did you shadow go after you you tried injecting your cheat, whichever it is?

Everything is permanently changed but the CPU.
