JAVA has legal hacks such as vape, but mcpe doesn't?
Also, it's not free, but for 30 $ to 100 $

Java is very easy to decompile and gets official Mappings for deobfuscation from Mojang. MCPE is written in another language that compiles to machine code. You can't just flick out some tools and see the whole program code. Thus it is more difficult to create cheats for that and people want more money for more effort.
