Maybe it is your AV software or windows 10 issue.
You tried to download the "hwid.dll" before you got this error.

You can try to put your silkroad folder into your AV exclusion list or turn it off temporary. To avoid windows 10 issues, you can try to install silkroad in your appdata folder or create a new sub-folder with full rights for "users" and "admins".
