unable to apply a mod

I am trying to mod a garment, extracted the .dds files successfully and edited it, but the client for some reason isn't effected, are there extra steps I don't know of ?

Try give a look in folder ini file Action3DEffect.ini you have to add the garment there with their effect. Search for other garment and try do the same for yours.
