I am currently playing Tarkov in an HDD + SSD environment and received a ban.

Is it possible to avoid this by purchasing a new SSD + OS and connecting only the SSD to the pc?

You can avoid the HWID ban by removing the old drives and installing new ones or by using a HWID Spoofer.

You mean I can just remove the HDD and buy a new SSD and OS, right?

Correct. Any drive that was connected to the pc when you were banned must be replaced or removed.
