A few questions about EPVP!

Hey! I'm pretty new to the website. I was curious how I would get a sticky'd thread in the call of duty section to sell a service! Do I need to post the thread first before it's eligible for a sticky? Do I need to upgrade to premium to get sticky permissions? I understand that you have to get elite*gold or something called Sticky Bumps? I'm very clueless, if you guys could really explain how the process works, I would insanely appreciate it!
