I was using a modded lobby for cold war, yep took the risk just to get the zombie camo's because i didnt play much zombies and wanted some of the camos, on my battlenet account for cold war it says this account is banned, so my question is,

If i make a new battle net account and re-buy Cold War can i be able to play multiplayer again, or am i banned?

Hard to say for Cold War. You won’t know until you make a new account, but the game, and launch.
However, if you are HWID banned, you’ll be able to refund your purchase.

Not sure how i would get a refund. support on both ends, battle net and activsion arent the best

It's an automated system. As long as you have played less than 6 hours, all refunds are automatic.
