Cheap PC setup for running silkroad.

Hey, this is not a programming question but I think this category is appropriate because it has the most tech-savvy users.

I want to build a PC to play silkroad on as cheap as possible. Focus on low power consumption, not making much noise (something that runs without a fan and doesn't overheat? not sure if possible)

Is there a premade set up I could look into or maybe you guys have some suggestions on what to look out for to keep the price as low as possible?

I3 4th gen PC from ebay costs $90 or cheaper (integrated gpu)

My budget was getting it as low as possible :D. But I solved my problem in a different way and I don't need a PC at the moment anymore. Thanks for offering help though! The thread can be closed.
