It just shows 999999 but you can have more. Just hover over the ammo icon.

I'm pretty sure he's talking about upgrading his lasers with seprom/promerium, not the amount of ammo he has

open cheat engine search for laser amount, shot any NPC, search again, when you get with the correct point just change the value to 1 and you can bypass the lasers
