I haven't worked with CO private servers since 5017 was the main server and I wanted to get this server up and running not to go live but just to mess around with the coding. Unfortunately, I keep getting this error

I'm using Navicat 15, Appserv 9.3.0, and i've tried with my password, without my password, I've tried putting the database on navicat manually and trying to get it to do it itself, nothing seems to be working, do you guys have any idea how i can fix this?
Other info : The source i'm using is World Conquer v 5517, i edited loginserver.ini, Shell.ini, and server socket.cs, I'm not new to making servers so i tried without & with a guide and i keep getting the same error. when i try to debug i get

I'm also using windows 10, if there's anymore questions I will answer been working on this for about 3 days now and i'm out of ideas
Edit : also this is my shell.ini file, nothing (should) be wrong but just in case y'all can look at this too.
