HWID banned, bought a new pc now

So I just ordered a new pc since this fucking HWID ban pisses me off so badly.
Now to my question:

Now that I got a new pc will I be able to play Rust again? Or do they also IP ban and I need to use a god damn VPN now?

If you got a dynamic Ip just change it by turning off your router and yes generally they do also IP ban ( from my experience) if ya got a static Ip just call your ISP and tell them to change it might take some time but the Indians generally get around to doing it.

That's a bit excessive, I'd just use a spoofer or raid-0 my drives if possible.

It isn't likely that you'll need a VPN, afaik; Rust's EAC hasn't ever IP-banned anyone(AFAIK)...
