VPN only way around ip ban?

i cant change my mac address with my router im wondering if;
1. vpn works
2. what the best one is
3. if there is any better/permanent methods.

Express VPN is great, NordVPN is okay but I find it
Drops out a lot. Ring your isp and ask for them to renew your IP :D
