Sounds like google translator but whatever.
It would be atleast C/ C++, there's more if you want to go all out in every aspect but those are mandatory to understand what's going on. Use Notepad++ , since it's easy to use for most (if not all) files you would need to edit. The Build in editor of Visual Studio is also great but takes a bit to get used to. WinMerge is essential too, makes life so much easier.

Learning by doing, take your time. Error and trial (+ google) will be the best teacher.

C/C++ with proprietary Windows stuff in mind (mostly MFC & DirectX 8/9) - which also counts for the persistent data storage (SQL Server). Flyff only utilizes few parts of the boost library and STL, so yea... its a mix of Microsoft sample code and some good pieces here and there.

A big part of resource/configuration files are in a custom format, only a few are following standards - a few Lua scripts and CSV files can be mentioned here. You'll have to study a lot of source code and existing files to understand how everything works. Boards like elitepvpers have also a lot of useful information archived in a huge amount of threads.

For development in general, Visual Studio is your weapon of choice. You'll need to use MSVC to compile the projects. For editing the files, every editor or IDE of your choice is possible.
