HELP! ping too high even with local server

hello guys
if you remember me
i was trying to make a private server months ago
but the problem was the ping
i tried any vps companies and the ping was high
now i think to make a server
but even when i make it on my pc with IPv4
ping is 80-130
what should be the problem?
i tried many sources and many client versions
the same problem
any help?

And you really believe in the ping the client shows you?

If i'm not wrong, conquer runs normally with ping at 260, at last, i've never got a problem with this ping, no lag or delay, local server i got up to ping 30, if you have real LAG (delay between an action, or server) you show check the server codes, may be a problem with socket system or the way you process things...

And on low versions unless you unlock FPS your ping will never show really low
