npc thief does not appear during trade

Hi everybody!
I'm having a problem about NPC thief / hunter not spawning, someone can help me, I would be very grateful for that.:confused:

long ago i did it
go to _RefRegion and change the region
Change ContinentName To CHINA
and Change Climate to 1001

i have make it with region petra the CH thiefs and CH hunter spawning :)

but I had a mistake in trading from jangan to downhang but NPC thief didn't show up on the whole trip
