so i just ran my mrargus . and am really new to this whole using 3rd party software with my game . anyways . on my NPC list it showed
: 020a 100 % Talking Doll
what the heck is that ??

It is an annoying NPC from Windurst mission line. You will find that npc.exe picks up all NPC in the area, including ones used in cutscenes, even though you cannot target or see them in any way.
