Is it possible to use IIS to run the login servers rather than that old version of XAMPP?

Im in a situation right now where IIS is hosted off of one VM, but the Rohan server is hosted on a different VM. No issues playing locally but if any friends want to join they cant. I have tried pointing the login server hosted on IIS to the IP of the Rohan server locally, as well as the external IP. Seems to make no difference. Does IIS need to be ran on the same VM?

Use the .bat file IP to your ISS VM
Put your Rohan Server IP on ServerList5

If I port forward 80 & 443 to the rohan server VM (along with all other required ports) it works. It uses the local Apache webserver that came packaged with my rohan server files. This works as a temporary fix but then knocks my IIS offline so people cannot access my website. If I port forward 80 & 443 to IIS and point ServerList5 to the rohan VM I can play locally but no one can join me. I can't figure out what it's deal is.
