SORRY -- I SOLVED MY ISSUE, WASN'T THE PROVIDER'S ISSUE, WAS MY OWN.

- Didn't know I had to unplug my entire system rather then Windows menu restart / button restart.

I was able to fix my issue...

I just had to unplug my system for a moment or so, I guess the hardware will remember it's applied information while the system has power, that does explain why it persisted whilst I reinstalled from a USB medium.

I do appreciate your effort to help me though...
