The MAC adress depends on your network adapter (PC) - so this would be solved with new hardware. Most use the mainboard adapter (where you plug-in the network cable).

The IP depends on your internet provider. When you use a static ip, you need to ask them to change it, or you use services that change it. When your IP is dynamic, you can change it by yourself (there are many tutorials and how-to´s).
