What is the primary difference in the hacks that support and don't support AMD processors? Are they more/less safe if I'm on an intel chip and it doesn't matter.

It's not for a security reasons but compatibility.
at 2019 end the majority of devs. had use intel builds and theire scripts dosen't works on the Ryzen serie
But this maybe change. More and more users buy the latest Ryzen gen
