Is there ANY way meanwhile? Like using a console command or any tool to change Language. Obviously the link change thing only works on global servers

No, on non-global servers everyone is tied to the one language that has been set to the server. (Note: This also applies even if you play on merged server like Global Europe X and your account is actually based on one lang server like example Hungary 1)
