Setting up a private server

Hello everyone, I have a private server files of a game. But I don't know how to set it up.
I tried a couple of times but I don't seem to be able to understand it.
Can someone help me with it somehow?

I don't understand how private servers work but is there a way of setting it up and giving me control of it on my computer?
