ShardManager_SR Crash Biling server is dead, any help please?

all files work without any problems except shardmanager_sr, it close fast after writing : Biling Server Dead :mad:
I checked a lot of other threads but didn't solve my problem

I checked my IIS Configurations
I checked my Server.cfg file
I checked my biling files especially DBconnect file

if any one can help please :confused:

Make sure about
your IIS Port is not blocked in firewall
your iis port is same in server.cfg

thanks mates the problem was from IIS
and Some features in windows wasnot installed like asp .. etc
