As far as i know, most of the items are not "hardcoded". They are stored in the TItem.tcd file. There are even public editors for that.

I know that but somewhere you have to be able to change the icon.

Thats defined in the Visuals and .TTX files. The "Images" are in the TTX files and the link between TItem <--> Image only exists in the Visuals (TItemVisual or TVisual i guess)

No need for hardcoded icons.

Is there an editor for this too?

Yes. But not necessary public.

For the visuals: Yes.
For the TTX/images/textures (however you want to call it): no. not public.

What does that mean for you?
You can change the appearance or icons of items to already existing ones but you cannot create new ones unless you write(or buy) an editor on your own.

Some time ago i wrote a framework to make things like this much more easier but i did not release it to the public. That's why i know some parts about the internal data structure of 4s.

Yes, if there is no public tool for it it is crap. I didn't want to invest money again now. But what is the cost of the tool?
