Adding settings.ini to conquer

I have searched all over with no success...
Anyway, I have played on a few conquer private servers, and was wondering, how did they setup the settings.ini in the root folder where you can set fullscreen and fps?

That's my loader lol, its just a file the dll reads from to unlock the screen resolution and fps. Unless you're using that dll file it wont work.
