buy a dedicated server not a root server and this will fix the problem :)
a root server dont have the resources for the filter people create a filter doing everything on multiple threads that's why it lagged

are you sure you have a dedicated ? you can easy try test it if you can install Hyper-V !! hmm my dedicated using max alltimes 2-10% and its not a big dedicated only 24 core and 64 gb ram

What kind of sro filter are you using?

if you're suspicious of the filter, simply login directly to the game (directly to the modules - not through filter)
if it's not the cause, you most probably have your log procedures (addlogchar/item) coded shitty. or your gameservers might be overflowing with mobs.

Jguard is not a good filter also addlogchar/item check them maybe from it
