Could you explain me the use of a packet editor?

Packet Editor's are generally useful to re-send specific stuff to a server, let's say, a simple Character's Jump.

Doesnt sound too useful right now, but it's adaptable to other stuff, and if you're able to 'modify' packet's without them being marked as wrong/unlegit, you can do quite powerful stuff with it, bypassing any eventual check from the client to avoid sending specific data.

This way you can force people to trade, teleport your character without use of blinkwings or other items-requirements, Inserting missfunctional values to cause a NULL ptr exception to crash the wordserver, and so on.

Ofc server developers can allways check things on server side, but there's still alot stuff you're able to bypass if you got your hands on a PE.

Also it erases the need Memory/ASM knownledge as you can produce those stuff via networking instead.

Also it open's doors for client-less bots, and the list goes on and on.

Sums up: PE's are useful and powerful, as long as you can encrypt/decrypt sending/recieving data correctly and have a mind for using the data properly.
