Problem with new-char buffs!

 insert into SRO_VT_SHARD.._TimedJob (CharID,Category,JobID,TimeToKeep,Data1,Data2,Data 3,Data4,Data5,Data6,Data7,Data8,Serial64,JID)
values(@NewCharID, 0, 45000, 604800000, 0, 0, 0, 0, 0, 0, 0, 0, 0, 0) 
this should be 7 days speed for the new characters

the problem is every time the char teleport or re-login the 7 days refresh and start over, so the buff will never end.

what is wrong with the line ?!
