Problem with sox drop rate!

seems like the sox drop rate is not controlled by Server.cfg
i change the rate there, the items and everything affected except the sox rate still the same.

is that right, or i have a bug or so ?!

and if it's right, so how can we change the sox drop rate, through gameserver.exe only or there's a better way ?!
