I pay 250 euros each month to start then the sum will increase

Unless you add another 0 you won't get one :)
The minimum wage for Junior Developers is around 2000$ per month.
To build a 4Story P-Server you need someone way more professional than a Junior Developer.

Not sure why everyone is hating here. If you are trying to find a developer for this salary, you might wanna check out various websites which offer freelancing developers from countries such as India or the philiphines.
250 Euros will get you some hours of development there, even though they might only work on specific problems that you give them to handle.
