If you have server in folder ex: localhost/foldername you have upload crossdomain.xml to / folder and /foldername and set $server = 'localhost/foldername'; on settings.php

Are you sure you have the crossdomain.xml file in the htdocs and htdocs/soccerstar folder and $server = "localhost/soccerstar";
$imgroot = "http://cdn.playa-games.com/res/soccerstar/"; on settings.php ?

in req you leave as it was:
$db = new PDO('mysql:host=' . $mysql["host"] . ';dbname=' . $mysql["db"] . ';charset=utf8', $mysql["user"], $mysql["pass"]);

But on settings.php change:

$mysql = [
"host" => "DB_HOST",
"user" => "USER_DB",
"pass" => "DB_PASSWORD",
"db" => "DB_NAME"
];
