Change payment country

Hello guys,
It's any way to change the country payment to get a one who's lower? As RU? TR?

I tried back in times, they'll ask you for:
- id card
- any proof you live there (bills or whatever)

and then they can change it, but or you really live in another country or the payment won't be changed lol

just make a new account if you really want lower payments, RU or Turkey are still cheap.
