Item upgrading with Rebate Advantage Pack

My question is:

if i have Rebate Advantage Pack, will be the URI price lower for upgrading items or will be the same?

Yes, rabate work on upgrades to and for a lower price you can wait for upgrade hour(another 25% discount), it is 1 or 2 times per month only friday from 19:00 to 20:00 server time. If you have premium, rabate and upgrade hours available you got 55% discount on upgrades.

Earn uri and upgrade only during upgrade hour (with premium and rebate preferably, or at least with rebate). Make sure you upgrade as many items at the same time as you can, because 1 hour is not a lot of time. (It's barely enough time to get drones from lvl 14 to 16). Of course, for smaller levels you have enough time.
