You cant use them but you can use some similar from this [Only registered and activated users can see links. Click Here To Register...].

Click open new thread -> scroll to the bottom. There will be a list of emoji's you can use for thread title.

I usually just search for emojis on Google and copy/paste it into the title and it works.
