using SP1 on vista?

i dont have C# on this laptop..if i install it ( but im installing on an external harddrive ) would i need to install SP1 on the LAPTOP? or how OR is there a visual studio for vista out??

this is related to co2 pserver sincei ts C#

Visual Studio works on all version of windows on any service packet. It installs anything that it requires durring the installation.

And this is definately more Programming related than private server related.
