Starting Items, none

Hi. Is the starting items is in source or database? Because whenever I created new account the starting items is gone, means the character is naked.

Any hints where to start it? If database where values? and if source starting code? What i know in source is jobitem.inc but I compared it already in clean files nothing happen. Thanks! :handsdown:
