To not leave you clueless: I'd say as a D5 EUW player, you should be able to climb until the higher Diamond tiers fairly easily. Your ping should be around the same. As far as I know (even though it might be an outdated info), TR servers are in Frankfurt, DE and EUW servers are in Amsterdam, NL.
