How can I correct this and when to use the skill? the char has nothing and the mobs die alone no animation or sound?

You need to add it to skilleffect at both paths:
Media\resinfo\skilleffect.txt
and
Media\server_dep\silkroad\textdataskilleffect.txt

Media\resinfo has no intention in fetching skill effects, thus, that one is obsolete. Remove that one from your files.

OT: It is a skilleffects.txt issue, you are simply missing the usual effect meta and definition.

What you need to do is to quote skills from skilleffects.txt from another client to solve the problem only

Well, if you keep blindly copying stuff from other clients over and over again and wondering why stuff ain't working if you mess up (and people will), this is the case where you think that you are right, but you clearly are not.

I am using clean files since 2011/12 and there is no reason to have a "skilleffect.txt" inside your resinfo folder. Hexedit/ASM your client and check where it recalls and fetches his skill effects from, you will clearly see, that they have to be located at textdata.

TL;DR
Simply delete your skilleffect.txt inside your resinfo (which in your case should one exist) - start the client - works.
Do the same with textdata - have fun raging.

Each skill should have at least a line at Media\server_dep\silkroad\textdata\skilleffect.txt otherwise you'll get red words error, if it's some kind of new lightning nuke try copying old nuke skill lines and change the basic_code on it to yours (remember to search twice cause some skills has more than 2-4 lines).
