You have three options - high quality, low price, high user count. You can only have two at the same time.

If you want cheap hack to resell to chinese players, look for chinese coders that will resell you an unmodified copy of their crap that they already resell to dozens of other resellers and that will get detected every time any of EAC developers scratch their sack.
