just search for the corresponding skillID at skilleffect.txt.

VIP effect is a effect for item, and u only activited one item "Speed Drug"
so check your speed drug Skill line from Skilldata.txt in your Media.pk2
then go with the skill name to Skilleffect.txt in yor Media.pk2 and remove the effect or replace it or do what ever u want...
