What i need to setup in Dedicated Server
to make players able to connect. if possible all what i need to do.

You'll need to setup a web server, close ports, optimize the OS + change RDP port. Then it's pretty much a standard flyff setup from there lol. SQL Server, VS if u plan to keep the source there and etc..

I do everything step by step in set-up like in the local then open all programs and i tried to login, can't connect.

i'm done in webserver, what is close ports and optimize the OS + change RDP port

close ports = all ports closed, expect for those needed to function correctly.
optimize the OS = removing bloat that weighs down the OS + other tweaks.
change RDP port = changing the remote desktop port so people don't know it.

what do i have to install in the server manager roles?

i do all the setup step by step why in my computer can't connect..
or this be the reason? my dedi is ovh.. i'm using 2016 windows server

You only should turn it off to figure out if the Problem to connect is a Port issue...
